In The UAE- Use Professional Capabilities And Professionalism To Escort Petroleum Engineering Construction

Dec 28, 2023

Summer temperatures exceed 40 degrees Celsius, and sometimes even reach 50 degrees Celsius. The United Arab Emirates (hereinafter referred to as the "UAE"), located in the eastern part of the Arabian Peninsula, has a typical tropical desert climate. Outdoor work here is no small challenge. Liu Luofu, who was born in 1985, clearly remembers that when he first set foot on this land after graduating with a master's degree in 2008, the first thing that greeted him was the heat wave and the endless desert. But compared with harsh natural conditions and discomfort with the new environment, facing the brutal competition in the international market is a greater challenge.

China Petroleum Engineering & Construction Co., Ltd., where Liu Luofu works, only expanded its business to the United Arab Emirates in 2007. Compared with the European and American companies that have been operating here for decades, Chinese companies that have just arrived want to take a piece of the market. An easy thing. Internationally, the Middle East has always been regarded as the "high-end market" of the oil and gas industry, not only because of its rich oil and gas resources, but also because of the high technical standards and strict requirements of the local oil and gas industry, especially safety and quality standards, and fierce competition. Chinese companies that are still in the "newbie village" need to spend a lot of learning time and learning costs if they want to adapt to this set of rules.

Liu Luofu remembers that in 2018, during the Kuwait Alwara project, a quality and safety director from Canada believed that the Chinese would only rush the project and ignore quality and safety. In order to eliminate this kind of prejudice and misunderstanding, Liu Luofu applied for the position of project quality manager. In the Middle East, the job requirements for project quality managers in the petroleum engineering industry are very strict. Not only do they have academic requirements, but they also have strict requirements for years of service and qualification certificates. In addition, they also need to pass the interview and formal approval of the owner before they can join the job. After qualifying for the interview, Liu Luofu rushed to Kuwait from Dubai. After many questions and multiple rounds of interviews, he wrote his name in the column of project quality manager.

In November this year, when conducting a management system review for a newly built project, Liu Luofu met an old friend of the owner from 10 years ago. As the leader of the audit team, this old friend expressed his recognition of the company's achievements in project management, "You have made significant progress now compared to 10 years ago, and you have become a large international company."

After more than ten years of training in multiple projects, Liu Luofu has grown from a "newbie" who lacks experience to the company's Gulf region quality department manager. He is more familiar with the technical standards and normative systems of international projects, and has also led and cultivated a group of understanding The new force of technical specifications will jointly protect the quality and safety of the project. At the same time, as the company's cooperation with local owners becomes more in-depth and smoother, some of the company's design technical standards, such as the standardized design of oil field stations, have been incorporated into the Abu Dhabi National Oil Company's standard specification system. This is a sign of Chinese companies' An important breakthrough in the oil and gas engineering specification system. In February last year, the Babu Oilfield Comprehensive Facility Project undertaken by the company was successfully put into operation. This is the largest, most technologically advanced, and most complex oilfield development project built by a Chinese company in the world so far. The project also won the 2022-2023 "National Quality Project Gold Award (Overseas Project)" title. In terms of project management, the company also has the ability to deliver projects across the entire industry chain from design, procurement, construction, trial operation to production, and is at the leading level in the international oil and gas engineering industry.

In 2018, China and the United Arab Emirates signed a memorandum of understanding on the joint construction of the "Belt and Road" between the governments, making exchanges between the two parties more convenient and in-depth. This year, Liu Luofu invited local supervisors and owner teams to come to Chengdu, leading them to visit cooperative manufacturers, tour the giant panda base, and check out the wide and narrow alleys, allowing them to experience first-hand what modern China looks like. Liu Luofu said that through this two-way communication, foreign partners who have never been to China and do not understand China have become more interested in China and have more respect for the Chinese in subsequent project implementation.

In this land with a population of nearly 10 million, but foreigners accounting for more than 80% of the population, the exchanges and collisions of different cultures are very intense. Liu Luofu believes that when dealing with people from other countries, in addition to respecting the other person's cultural background, you must also maintain a neither humble nor arrogant mentality and be confident and self-reliant. This self-confidence must rely on professional ability. In this fiercely competitive land, only convincing professional abilities and professionalism can win respect and recognition.

Having been working for 15 years, as a "vanguard" who went overseas earlier, Liu Luofu clearly feels the various changes in his life. He remembered that when he first set foot on this land in 2008, not only were there relatively few Chinese companies, but it was also difficult to see Chinese faces. But now, the number of Chinese in the UAE has increased several times. Chinese signs can be seen everywhere in airports, shopping malls, and hotels, and special areas for Chinese people have also been opened. Liu Luofu believes that the overseas expansion of Chinese enterprises has given the world a window to understand China, and the growing strength of the motherland has also given Chinese people abroad a deeper confidence.
